摘要	随着信息化时代的发展、知识经济时代的来临和全球化的浪潮，国家之间的竞争由最初传统的军事力量抗衡转变为今天对综合国力的角逐。科学技术在世界各国综合国力的发展与竞争中发挥着重要作用。科学研究及其技术创新既是一个国家经济发展的动力来源，又是抢占全球经济发展制高点的中心所在。科学技术的迅猛发展，对经济发展与社会生产的影响越来越大，对当下我国实施“自主创新”战略起到关键作用。在这样的背景下，政府亟需以其自身特有的职能体系从宏观上加强对科学技术的生产、扩散及其应用的规划及引导，通过各种方式、各种政策完善并提升本国知识与技术的发明、创新及推广应用，形成大范围内的协调合作的国家创新体系，进而提高国家的自主创新能力与竞争力，推动科技研究的稳步发展，提高国家的自主创新力，增强国家的整体综合实力。
其他摘要	Science and technology play an important role in the development of comprehen- sive national strength of the countries in the world competition with the evelopment of the informatisation times, the arrival of the era of knowledge economy and the tide of globalization and the competition between countries from initial traditional military power change into today's comprehensive national strength of competition. Scientific research and technological innovation is not only a power source of the country's economic development, but also to seize the commanding heights of the center of global economic development. The rapid development of science and technology influent of economic development and social production, play a key role on the current China "independent innovation" strategy. In this background, The government needs its own unique functions of system strengthen the planning and guidance of the production, diffusion of science, technology and its applications.
