摘要	电力系统改制以来，实行了“厂网分离、竞价上网”管理体制。各大发电公司和地方政府众多发电项目的投产，使得我国火电总装机容量高速增长，风电、光伏等新能源电力取得突破性进展。新能源的各项优惠政策及其规划，使得火电在电力中的占比进一步降低，火电“上大压小”的举措也提高了火电企业的平均单机容量，火电企业由原来的供不应求变为向电网竞争发电量，使得火电企业之间的竞争越来越强烈，谁能控制好运营成本，就能获得更大的竞争优势。因此，电力生产的成本控制就成了火电企业的重要环节，直接关系到企业的生存发展。基于此，本文决定以国电电力酒泉发电有限公司成本控制为研究切入点，基于成本控制理论，采用价值链分析法、目标成本法等方法研究如何有效控制国电电力酒泉发电有限公司成本，获得更大的企业效益。首先，本文分析了火力发电企业的成本控制目标，并在此目标下介绍了国电电力酒泉发电有限公司成本控制现状。研究发现，国电电力酒泉发电有限公司在成本控制方面存在经营模式过于单一、生产成本控制过于粗放、检修成本控制过于薄弱等问题，并基于这些问题设计了成本控制设计方案，包括成本控制战略方案、固定资产成本控制方案、燃料成本成本控制方案和人力资源成本控制方案。希望本文所做研究分析能够为国电电力酒泉发电有限公司成控制战略制定提供一定的参考借鉴意义。
